HOW TO EVALUATE THE ISUDS?

One of the fundamental pillars of the programming of the Integrated Sustainable Urban Development Strategy of the Cono Sur area is the evaluation of the effectiveness and efficiency of the planned actions. For this purpose, a series of indicators and an evaluation mechanism have been established to achieve better results in the Plan’s objectives and the social application of EU funds.

Indicators act as a reference or prospect to modulate the development of the actions and the mechanisms of the operations themselves. The aim is to ensure a favourable final result consistent with European requirements.

The Integrated Sustainable Urban Development Strategy indicators evaluate the degree of fulfilment of the objectives by establishing initial or base values and forecast values for 2023. These indicators can be:

  • Result indicators: they are linked to the specific Objectives established and contribute to solving the challenges of the Cono Sur area.
  • Productivity indicators: a direct consequence of programme Operations. They are linked to the degree of execution of the Strategy’s Implementation Plan.
  • Communication indicators: all information and publicity actions carried out within the framework of the ISUDS are subject to a monitoring mechanism based on indicators. There are seven established information and communication activities: public activities and events, dissemination in the media, publications, information through the website, information through posters/displays, instructions issued to participants in the operational programmes, and information and publicity networks.

To assess the progress of information and communication activities, these are linked to several indicators that are further subdivided as follows:

  • Output indicators which indicate the number and type of actions that have been implemented.
  • Result indicators which evaluate the direct effects of the information and communication actions.
