MANAGEMENT UNIT

Once the Strategy submitted by the City Council of Las Palmas de Gran Canaria was selected, the Council was granted the role of ISUD Local Body after executing a Compromise Agreement on 16 March 2017. This agreement means that the City Council holds a double status as:

  • Beneficiary. It is in charge of implementing a series of operations within the Sustainable Growth Operational Programme framework and the Integrated Sustainable Urban Development Strategy ‘Cono Sur’.

  • Intermediate Organising Body (OIL). It is in charge of selecting the operations as regulated in Article 125(3) of Regulation (EU) No 1303/2013, which includes the assessment of the content of the operations, as well as the verification of their eligibility, administrative capacity,  and compliance.

This involves the application of procedures that correspond to the delegated functions and the implementation of appropriate procedures at the level of the Managing Authority to monitor the effectiveness of the functions delegated in the ISUD Local Bodies.

Furthermore, as an ISUD Local Body, the City Council is subject to system and operation audits carried out by the Audit Authority during the programme’s implementation, and audits by the Commission or the European Court of Auditors.

As it is an Intermediate Organising Body (‘Organismo Intermedio Ligero’) and a beneficiary of the operations it selects, it will have to take the necessary measures to ensure compliance with the principle of separation of functions, as provided for in Article 72 of Regulation (EU) No 1303/2013. For the City Council of Las Palmas de Gran Canaria to correctly perform the delegated functions and the other functions deriving from the conditions and call for grants, it must have an appropriate organisational structure to ensure that these functions are performed properly.

To this end, the ISUD Body of the City Council of Las Palmas de Gran Canaria is structured as follows:

First of all, a Management Unit (MU) has been established. This unit or department will act as the Intermediate Organising Body (‘Organismo Intermedio Ligero’) in charge of selecting the operations.

The Management Unit will ensure that the operations’ beneficiaries receive instructions provided by the Intermediate Management Body or other body insofar as these instructions concern them.

This unit is distinctly separated from the other units, departments, areas and services of the ISUD Body, as well as from the municipal public bodies or entities responsible for initiating, or initiating and executing, the operations (Executing Units). Consequently, the units participating in the Management Unit cannot take part in the execution of operations within the framework of the ISUD Strategy, thus guaranteeing the separation of functions.

It should be noted that Sociedad Municipal de Gestión Urbanística de Las Palmas de Gran Canaria, S.A. (GEURSA) will provide support services to the Management Unit of the ISUD Body concerning Technical Office duties since GEURSA is the company commissioned by the City Council of Las Palmas de Gran Canaria for this matter. In this regard, the Management Unit will be able to seek technical assistance for the support, coordination and advisory tasks of the ISUD Strategy. To this end, GEURSA will participate in the management, monitoring and justification of the operations and the strategy itself, and in the communication tasks associated with the implementation of the operations and the progress of the ISUD Strategy ‘Cono Sur’.
